Can't connect to host 'ServerName': No connection could be made because the target

I have a Windows 2000 server in which SVN is configured as a windows service, it has been working fine for many months now...last week we were facing a network problem and they have made some router settings etc., but changed nothing on the SVN Server...but when we try to conenct to SVN now from client machines we get the error

Can't connect to host 'SERVERNAME': No connection could be made because the target
machine actively refused it.  

I dont know what went wrong...
iam able to view the REPOS from the server itself...by providing the svn://MyServerName/ReposName...
but not from the client machines....

Sounds like a firewall issue. Either a firewall on the server or on an intermediate router is rejecting the connections. Check firewall configuration on the SVN server and get in touch with the network admins who configured the routers.

Sounds crazy but, iam trying to access the Server which is in my Local Lan - will the router setup be affecting the SVN Service ?? i dont have a firewall for my local LAN but only for my Internet...
will the internet router be affecting my local LAN setup ?

If your SVN server is on a different subnet then there is a router in between that can drop the traffic. The error message clearly says that it was able to locate the machine but could not connect to it so it is unlikely that your internet router is coming into play unless your client is trying to access some other server by the same name on the internet. Are you able to access other servers on the LAN? How are you accessing the repository - using a browser or a client like Tortoise SVN?

Using Tortoise SVN...i think your comments makes sense than my understanding...i will try to find out with the network guys whether they have disabled my port...is 3690 the default port for SVN ?

hi,

I managed to add the port 3690 to my firewall, now strange things are happening,
Iam now able to get connected to SVN server, but none of the other machines in the network is able to access the SVN, it still displays the same message....do you know what could be the problem now ? please help...

Your firewall would mean on the SVN client machine? All other clients would also need to the same to access the server.

no i added the port on the SERVER...its not client specific...

Are these machines on the same network as your machine (same subnet)
Was the exception that you added to server firewall for a specific host/IP/IP prefix?

they are all on the same network...There are no settings in the Firewall for Ip Specific port access...
i opened up the firewall menu and added the port 3690 as an exception for all IP's...
i am missing something and i dont know what...

There was a serious problem with my router, iam not sure when the network guys are going to fix this...
but to my surprise iam able to connect to the SVN using
file://SERVERNAMe/REPOS NAME/FOLDER PATH...

only the SVN service seems to be not working...do you think that the problem is with the service...i will close the question(points to you)...please reply me for this...th nx a lot for you help...

How did you determine that? Is SVN in the list of running processes? You can try restarting to be sure but I suspect that this is not an SVN issue. This is 99.9% a network/firewall issue.
