Can the Microsoft BITS Admninistration (BITSAdmin) Tool Be Deployed To Client Workstations?

Can someone tell me if the Microsoft BITS Admin tool can be distributed to client workstations as part of a large company's use of BITS Technology?  I have a developer who is proposing to deploy the BITS Admin Tool to 10,000 PCs in our company so he can have Winbatch programs run it to download software onto PC desktops.  I am somewhat confused because when I check the Microsoft website on BITS technology it suggests that C and / or C++ be used for writing BITS enabled utilities by coding with the BITS api.  I also have found support documentation in the MSDN libraries for using BITS technology with Visual Basic .NET doing the same.  But I do not see any recommendations or suggestions that the BITS Admin tool be used as part of a large scale solution where the admin tool must be on every PC.
At his point, I don't know if there are any licensing issues with the admin tool being installed onto everyone's PC.  Can someone please provide comments on using the BITS Admin tool as far is whether it is only for a select few admins or developers use or whether it can be and should be deployed to all PCs in a company?  Thanks in advance.
