All depends what you are trying to do. Of course, you want to start by creating a framework of functions and scripts to reuse over and over. Try searching the web for libraries that people have already begun developing. I know QTP's predecessor, WinRunner, has some libraries that you can download to get a lot more functions into the application. I have personally developed about 90 functions for WinRunner to reuse and it is definitely the way to go.
