The Solution Rating System

With so many solutions, how can you tell which solutions are most likely to help you and which ones are not? To provide you with a tool to use, we rate our solutions based on various elements that most accurately determine if a solution is a quality solution. Help with algorithm

I have a support system (written in VB6) and a db (Access) that logs incoming calls, once its logged a ReportedOn field is populated with the data/thime of the call logged, i want to flag a call that has not been evented within 2 hours. Sounds straight forward so far and have implemented that quite easily through VB6. However it foes not take into account out of hours time, so for example if you log a call at 17:30 (office shuts) and then log into the system in the morning (09:00)it will flag as not evented.
I want to implement some code that take into account the out of hours and also weekends, but first want to create an algorithm (will then trnaslate into a flowchart, then into code) but need some help. I thought of creating 2 tables, one with the out of hours times and one with weekend days. Then querying these tables to work out wether to flag the call or not.
