Customize Win XP Login Screen

Hi, I'd like to know if anyone knows a way that I can customize the windows xp login screen? I'd like to add a message to the login screen saying something like "By logging into this computer you are agreeing to abide by xxxxx School District's Acceptable Use Policy, for more information see your building technology specialist or visit www.xxxxx.org/aup.

We've managed to do this on our Mac os X 10.4 systems but would like something similar on the windows xp labs in the building.
