Errol loading mywqlcgl.dll access denied

A client of mine all of a sudden can not open quickbooks. They get an error something like

RUNDLL Error Loading

C:\windows\system32\mywqlcgl.dll

Access Denied

DO you ahve any idea how to fix this?
