QB Premier 2008 Shipping Manager can't connect to UPS Server

I've tried to register my UPS account for my new QuickBooks Premier 2008 program (within Shipping Manager). I get past the "terms and conditions" screen, and get an error message after the shipping manager tries to upload my information to the UPS server.

Message reads:

Error: Unable to submit transaction to the UPS server. Please check the internet connection or contact your network administrator (XPost: General Error).

Details about my system:
- Windows XP
- Connects to the internet & can send/receive e-mail OK via Outlook Express
- Has Comodo Pro firewall and AVG anti-virus, both turned off for this attempt.

Can provide additional details if needed; not sure what's critical for an 'expert' to know. :) Thanks!
