I am tasked with organizing the backup of a quick-books computer, it has a database file of 1.4GB and takes more than two hours to backup (with verification turned off) This seems abnormal to me, are there any guidelines about the maximum file size or how to streamline it.

This is locally, that is what concerned me! It is not a great PC but pretty reasonable,don't have the spec to hand but is P4 and >512MB
I am using QuickBooks internal backup procedure with Verify turned off (gave up after an hour). Now I have an actual backup I am prepared to try more with it.

There are LOTS of variables to QuickBooks. Before Id worry about the file size Id ask a few questions. What version and year QB are you using? How many years of data do you have in the file? Regardless of how long it takes, can the file complete a verify? While I worked for Intuit, I saw many files larger and smaller. There is no true file size limit in the program. What version and the size of your computer system are more important than most other things.
Assuming your are at least in 2006, make a backup of ther file, and restore it. From that restored file, make a portable file and restore that. That restored file will be about as small as you will get with your current file. (Do NOT try to use the file Archive/Data Clean Up tpo make a smaller data file. It will typically have no affect on size or make it larger.)

That is a fairly large QB database. Most of my clients are well under 1Gb. If you are backing up over a network, that time is probably not abnormal.
Try copying the ledger to a local machine (make a copy only), then open it on the local machine, and finally attempt to back it up locally. How fast does that go? It should be faster by comparison.
