Are your clients internal or external? VPN is probably the easier of the two to setup.
Do you have multi-user QuickBooks licensing or do they each have their own copy installed?

I just need to use some technology to treat this publicly accessible folder as a local folder

They are external and so am I. I use RDP all day long to administer my servers in their remote location.
I really dont want to grant the others RDP because that would be very resource demanding plus create security/privacy issues. I'm trying to setup a vpn right now with little success in maintaining the connection let alone redirecting to the domain server where quickbooks resides. A copy does have to be running on that server right? Yes I have multi-user license.
Yes you are correct. RDP can become resource intensive with multiple sessions running. How many clients are we talking about?
If they each have their own copy installed, I don't think it's required to have a copy installed on the server. Although, I seem to think it may be pretty convenient in a number of situations even if they don't come up very often. Otherwise, if any trouble comes up you'll have to troubleshoot across the VPN.
What operating system is your server running? What kind of traffic direction are you using? Router? NAT? Internally, these will not be configured for a VPN to work, but externally you will need to have ports forwarded to the server hosting the VPN.
Here is a site with some common VPN ports:
http://www.techontour.com/
Server 2003 on the server side/ 1-server 2003 and 2 xp on the client side.
I'm within a newly deveolped domain (my 1st) and all servers run 2003.
My file/ftp server doubles as the vpn since it hosts all the files to my business that I access regularly any. It has 2 NICs installed.
One of my IBM eServers, however, is what has QB 2009 Contractor installed so I guess I need to create an A record in AD and setup a static route to that folder but its kind of a moot point since I cant seem to establish the vpn and when I did, it was unstable (ERROR 806).
All my servers sit behind a junky Linksys WRTU54G-TM router which I want to replace with a Cisco and move the WRTU54G-TM to the end of the line for the T Mobile VOIP but, for now I would like to make this work.
(I'm actually building up a pretty nice infstructure but to have that weak link in the front is kind of silly.)
Anyway, we have Linksys, 24 port 3Com switch, Domain Controller, 2-www,mail,ftp,vpn (not working),6 clients.
I'm not sure on the NAT settings. There are 3 of us wanting to share the company file, all remotely.
I hope this helps you to help me.
Oh- finally, I did establish the vpn last night but was unable to see vpn server's network resources so I made adjustments to properties and enabled IPv6 protocol but lost the connection so I changed back but was never able to re-connect.
Error 806 is usually due to a firewall interfering somewhere. Check that TCP 1723 is open on all firewalls between the two points. If it is, can you ping the server consistently?
Another possible cause of this error would that your VPN host is not properly DHCPing an address to the client that connects. Run an ipconfig /all on the client after connecting to the VPN.
Are you trying to the connect to the VPN by the internal or external IP presently? A lot of routers will cause strange errors if you try to use the external IP from within the network.
The easiest solution would be to simply have your router port forward the VPN ports to the correct server IP. A records should also work as well.

There are few options I would recommend before FTP. The first would be to simply setup a Remote Desktop Connection for each user. This will by far give them the greatest performance since they are not actually having to transfer the file back and forth across the network and/or internet each time they use it. The only data that is being transferred is the images seen on the screen.
The next option would be VPN. Map a shared folder on their computers that links to the company file they need to access on the server.
