Where can I download ICD-10 codes as a database / CSV file for free?

This question has been asked before, but not answered satisfactorily.

Where can I download a database (or CSV file, or MySQL dump, etc.) of ICD-10 codes? It's easy to find a PDF of all these health diagnostic codes, but not so easy to find a (free) and complete database-ready list of these codes.

I've found at least one CSV file that looked right, but when I opened it the final column, the ICD-Label, was cut off after a certain number of characters, e.g.

W5932 / 260 / 'Bitten or crushed by other reptiles, Sports & Athletics area, Working fo'

Close! But it doesn't contain one important column. The document you found has two columns like this:

A066    Amebic brain abscess

But what I really need is (at least) three columns, something like:

A066    Intestinal infectious diseases         Amebic brain abscess

The new column you see here is the parent category for this specific code. Imagine the goal is to have a drill down menu where first you pick the larger parent category, then the individual diagnosis -- rather than a single dropdown with 68,000 selections. (!wow!) There's hopefully even a DB out there that has four columns: Code / Gross category / Fine category / specific diagnosis

WHO I know doesn't have it; I suspect you're not going to find it for free.
I found something at the bottom of http://www.hcup-us.ahrq.gov/toolssoftware/icd_10/ccs_icd_10.jsp   - is that any use to you?

This one (the zip file at the bottom) is real close, but it's the file I last found before initiating this question. It's *perfect* in every regard, except that for some reason the text descriptions are cut off after some number of characters. (#?$#)

I think I should amend my question at this point and say,

"Free or *reasonably affordable* database." No problem to pay a (reasonable) fee for the database as long as it's clean and future-proof (will be updated from year to year.)

Think I have the solution. There is a open source project called Medical http://medical.sourceforge.net/
This is license GPL v3. Should you download the tar and extract it in the medical_icd10 folder there is xml files that has the correct information.
