Where can I download ICD-10 codes as a database / CSV file for free?

This question has been asked before, but not answered satisfactorily.

Where can I download a database (or CSV file, or MySQL dump, etc.) of ICD-10 codes? It's easy to find a PDF of all these health diagnostic codes, but not so easy to find a (free) and complete database-ready list of these codes.

I've found at least one CSV file that looked right, but when I opened it the final column, the ICD-Label, was cut off after a certain number of characters, e.g.

W5932 / 260 / 'Bitten or crushed by other reptiles, Sports & Athletics area, Working fo'
