I would reinstall the Norton program
Remove it through the control panel
Use NONAV from the MCAfee site which is not supported and see if it results in a clean uninstall.

If the HUJI distribution version is installed in your computer, and you didn't manage to uninstall Norton from the Add/Remove programs Control Panel, download and run NoNav.exe

There is a utility that will clean it of very well. Nonav is designed for version 9.x and older.
SCSCleanWipe.bat was made to remove Symantec Client security 3.0 and older (symantec AV 10 is a part of SCS3)
You can get it from Symantec support (I would post a link here but it requires a user name and password) or if you let me know the best way to get it to you I can send it your way.

Also everyone keeps mentioning Norton. I am assuming this is Symantec AntiVirus 10. Nonav.bat is a product that only works for Symantec's enterprise products (like I said before 9.x and older).
If you have a Norton products installed (Symantec's Commerical Products) that you are trying to clean off, then you need to follow the instructions on this web site.
