Exchange 03 running Trend Micro Anti-Spam, but only detecting 30%, what can I do to decrease SPAM?

Big problem wth SPAM, who doesn't I bet!
5-6 million emails a month go through the company email server. However, the Exchange 2003 ANTI-SPAM solution, Trend Micro, is only detecting 30%.

What can i do to detect more?
