'Personal Antivirus' infection

One of our PCs has had 'Personal Antivirus" placed on it.
A picture that looks like it is here:http://remove-malware.net/how-to-remove-personal-antivirus-rogue-anti-spyware/
AVG doesn't get rid of it. It causes a maroon web page to come up constantly telling you that you need to buy this thing.
Anyone know how to kill it?
(The registry settings described in the link above are not there)
