Complete Uninstall of Norton AntiVirus and install of McAfee VirusScan for 250 users

I am on a network of about 250 users connected to a domain. These workstations are running norton antivirus version 10.1.6 and connect to a norton antivirus server for definitions. On the server I have Symantec System Center running. What I am trying to do is uninstall norton antivirus and install mcafee virusscan. I have already installed the epolicy orchestrator on another server. I have also attempted to push out the epolicy agent to the workstations but most of them have not received the agent. My questions are:

1. What and how is the best way to uninstall norton antivirus succesfully from all the machines? I have heard of nonav but I am unable to figure out how to deploy this to multiple users.
2. What is the best way to deploy the new antivirus program? Is there an msi that I can create for the epolicy agent? Can I then push out the actual virusscan software?
