Cannot Load The Home, Monitors, and Reports Pages

I installed Symantec Endpoint Protection on a Windows 2003 Server. Following the installation when running the Manager software, it wouldn't load the Home, Monitors and Reports pages in the management console, but will load the Policies, Clients and Admin pages. Clicking on the icons for the first three resulted in a 403 error, suggesting an issue with permissions on the directories containing those pages.

Symantec's Knowledge Base addresses the issue, kinda.

Using the second solution outlined in the KB article I was able to get the pages to load when running the management console on the server itself, but would also like to run the console from a computer at my desk; one of the features with this version is that you are able to run it remotely via a Java app. I can connect just fine, but again the Home, Monitors and Reports pages don't load.

Going back to the KB article, the first solution's steps 7-10 were the problem for me: It says to open Group Policy Object Editor, then go to Computer Configuration > Windows Settings > Security Settings > Local Policies, then in the right pane, select User Rights Assignment. Double-click "Adjust Memory Quotas for a Process" and "Replace a process-level token". Verify that NETWORK SERVICE is listed; it is NOT listed for me, and the "Add User or Group..." button is disabled.

The note at the end says that "this policy may be locked by a Domain Group Policy Object (GPO)." This is probably the point that is keeping me from getting into the first three pages remotely, but I cannot figure out where this policy is locked.

Has anyone else had the same issue and figured it out? Or do you know
