How many such files are there, and how long do they stay there? What are their sizes?
As a guess, I would think it is the the MS BITS service generating these files, or some 3rd-party application that uses BITS (Background Intelligent Transfer Service) to download updates and other information.
The best tool for checking what program might be using/creating those files is probably Process Explorer:
