When trying to access the Security Centre it comes up with and exception error:
An exception occurred while trying to run "shell32.dll, Control_RunDLL wscui.cpl,"
It is on a domain, so logged into Admin (this computer) tried - no change.
It was SP2. I installed SP3 - no change.
Ran repair from the CD - no change.
Deleted wscui.cpl in system32 - no change.
Deleted shell32.dll in system32 - no change.
Disabled System restore, rebooted in Safe Mode DOS Prompt, replaced both wscui.cpl and shell32.dll - no change.
The web has a lot of this error but no solutions.
Anyone got any brilliant ideas?

I know you said you ran a local admin account, Admin (this computer), but have you tried creating a fresh new account and add it to administrator group and then try that account off the network? I also know you tried repair and also recopied files but have you verified the file permissions on wscui.cpl in system 32 folder to be correct?

Oh yes running any other .cpl from the command prompt works.
