Remove csrss.exe from WinVista

I have csrss.exe spyware , also winlogon.exe, I tried to kill the process from the task maneger, also tried to manually remove it from Command Prompt by trying to delete the attributes and all that (i found online the process of how doing it) and nothig work. The anti virus or anti spyware I have reconizes them as Pc Tattletale Parental Control Software, Comosft andTraking cookies and can not deletes them, and I afraid of buying or update my antivirus because of sumitting my personal information.
My last resort is formating my pc, and that's the last thing I want or could do.
What else can I do?
