How do I fix 2011 Vista Security Alert

I started getting pop-ups on my PC yesterday which at first actually seemed legit but after asking for credit card info and not bringing me to the Microsoft site, it looks more like a false message, like the ones referred to below:

Is there any reason why my Trend Micro anti-virus/anti-spyware would not pick this up from the start? Also, I ran a full scan with Trend and it came up clean, which the Pc is obviously not. I'll try the phone support but that may not prove helpful. Is there any way to clean the PC without re-installing OS? Not sure how to get on the internet as every time I open IE, it brings me to this 2011 Vista Security Alert page. Didnt see much on EE for this virus.

an added suggestion , start your windows in SAFE MODE With Networking, This will allow any of the software that needs updating for virus/spyware definitions to update np, Also Malware Bytes  you should install on your pc , and run it once a week to keep your pc clean. also run this in safe mode to install/update.
@eire2008 - please ignore the advice to start you system in "Safe Mode".

In the first place, the corrective actions need to be taken while the system (and processes) are running in "Normal Mode".

In the second place, this variant of malware will sometimes modify your registry and prevent a "Safe Mode" boot.

@ReN501 - please don't post advice in the Virus & Spyware Zones without thoroughly checking it for accuracy. You also need to review the comments already posted and not duplicate the suggestions.

Thanks! Worked great. I'll keep the info on rogue viruses in mind next time I renew AV.
