Easiest way to do this, is by blocking it inside of Group Policy. Stop the app from even being loaded. Works a treat :)

Block the port msn uses.
So if they try to install it, it won't connect.
(port number 1863 or 443 should be disabled for MSN Messenger service).
Also, block the online msn websites like http://webmessenger.msn.co

You can't block 443 and it's used for HTTPS... so wouldn't be the wisest thing to do. Especially on a 2003 domain.

The only way i found to block msn is to block the ports listed above and block IP address of all msn services.

There are a LOT of ip address that msn will try to use.
207.68.172.237 is one i'm using at the moment so blocking 207.68.*.* should stop that.
Next try conencting again and if it's differnt try blocking all of the range of the ip that allowed you to conenct with.
Use netstat -a to help you.
Also try blocking 64.4.*.*
Yes, you're blocking a lot of IP's but a large percentage of them belong to microsoft ( hotmail,msn,msn messager...etc )
