How to create skype account?

Hi i am downloaded the skype and installed successfully in my system. but when i am trying to create new account in skype...i fill all the details in the registration page and click button..but it shows the message like
can't create skype account.u contact network admin..or restart u r skype application after 2 min..

i do the same but no use same message will be continued..plz tell me what to do to create a account in skype
