This issue seems to have appeared at the same time that my PC became aware of an upgrade in Skype from 4.0 to 4.1. I uninstalled Skype, rebooted twice, then reinstalled Skype; the new interface appeared and the camera worked fine.
Although your suggestions may have worked, none of them were included my resolution. Additionally, the preferences for Skype were not available to me at all, so I couldn't apply that suggestion. Therefore, I won't be accepting your suggested solution.
Thanks for your efforts, though, and thanks for the suggestion regarding upgrading to Windows 7. (Anything that involves dumping Vista sounds good to me. :)

You should try updating your system to SP2 again. Make sure you have a current backup. Then reinstall the drivers for the camera.
OR
You could look in the preferences in Skype and make sure you have the Philips camera selected for video. You must make sure that no other application (ie. VLounge) is using the camera. Only one app can use the camera at a time... Either way you should update to SP2... (although on Oct. 22 I would upgrade to Windows 7 and dump Vista... it does work much better.)
