max connected video conference users on voip?

What software/hardware solution allows the most connected users to video conference without degrading the quality.
 Assuming a QOS is in place  and lets say about 30 fps hd quality is not needed so 1024 by 768 should do it. Are there any cheap solutions out there(open source) that offer high numbers of connected users with decent quality?
