I have SBS 2003 running Exchange 2003 (SP2). I am fairly new to exchange. I have followed all documentation that I can find to setup IMF. Here is one example I used: www.petri.co.il/block_spam
I have tried Spam Cop using bl.spamcop.net and Spam Haus using sbl.spamhaus.org in the connection filtering rules.
I have also applied the connection filtering rule to the SMTP Virtual Server.
Any help would be greatly appreciated.

This is a small box. There is a total of 12 email addresses. I have IMF set to reject.
I would be open to taking the blacklists away as long as I can get IMF working in one way or another.
One user is receiving no less than 1 spam message every minute. Everyone else is get occasional spam.
Sorry for the dumb question, how do I check the queues for non-existent users?

If you open ESM, then Servers, <your server>, you will see Queues. The queues should be clear.
A spam message every minute would tend to indicate you are being targeted.
If you use perfmon, it should show you how much spam IMF is blocking. If the numbers are zero then it would sound like you haven't enabled it correctly.
Have you enable IMF on the SMTP virtual server?

My preference though is to use greylisting.
I use Vamsoft ORF for that myself, but you could also try this one: http://www.grynx.com/proje
On my home server I use a combination of greylisting and IMF and get the odd spam message through. I can run IMF in archive rather than block and I release more than I have to delete.
I would suggest changing IMF to archive or report rather than block, get hold of a greylisting application.
Also ensure that you have recipient filtering and the tar pit enabled.
Then use perfmon to see what happens.

Do you have IMF set to block, archive or just report?
What setting do you have it at?
I am not a lover of blacklists, so I would suggest removing that.
Is the server itself being abused? DO you have lots of messages in the queues for non-existent users?
