Could be an infection that Symantec is trying to avoid from accessing some system files .... I suggest that you run a scan online like Kaspersky to check if there's any infection detected... note that Kasper scan online will not delete the infection.

Design?
I see more problems with Symantec AV software, particularly using more resources than Exchange itself that I have come to the conclusion it must be designed like that.
Ensure that it has all of the correct exclusions configured. Otherwise remove the product, reboot twice and then reinstall. Sometimes that will fix it. Of course the best long term solution is to remove it completely and replace it, but my dislike for Symatec's products is well known.
