Did you look under the "Exclusive list" heading of the link that I posted. You can add domains that way. As for IP addresses if you want you can just find out the IP of the mail server and add that to the accept list.
If you are looking for a cheap third party solution then I always recommend Postini. It works like a charm and has all the controls you need.

Go to:

Exchange System Manager -> Global Settings -> Message Delivery -> Right Click on "Properties" -> Connection Filtering.
There you can specify global accepts & rejects.
I believe you have to have this hotfix installed first:
