Can't update MSExchange.UceContentFilter.xml on Custom Weighting Feature of IMF

I have added a few liines on MSExchange.UceContentFilter.xml on Custom Weighting Feature of IMF, but it doesn't seem that IMF is blocking any messages with the banned word on the subject/message.

Please help me I have exchange server 2003 and IMF 2.  I've updated the definition to the latest one.
I've set Block SCL: 7 and Junk SCL:5Start Free Trial
