Outlook 2003 and Windows Mail does not send or receive emails, using Vista

I have been using Microsoft Outlook 2003 for my pop email for years, yesterday it asked for my password and I typed it in, error message comes up stating my username or password have been rejected.
I know I have the correct password because I can check my email online and I also installed Eudora and can check my email (pop account).
I have tried the secure servers and secure password, and visa versa... no luck  this error is also occuring with Windows Mail (part of Vista)
I use sbcglobal.net, pop.att.yahoo.com and smtp.att.yahoo.com are my servers.
could it be a bad windows system file?  I have tried reinstalling Office 2003, no luck.
HELP!

Hello nater11,

1. Check if Outlook is in Offline mode. In Outlook go to File and make sure Work Offline is not selected.

2. Register an important send/receive library file.  Go to Start > Run and type regsvr32 inetcomm.dll

If using Vista and you get an error, run regsvr32.exe from an elevated command prompt. To get an elevated command prompt, right-click on the "Command Prompt" shortcut and select "Run as Administrator".

3. Check if antivirus email check is slowing sending and receiving.  Disable it. Check if other programs running in the background is interfering. Disable one at a time the Firewall, antispyware, antispam, and all Norton programs.

4. In the account settings, Advanced settings, change the server timeout time from 1 min to 5 min

5. Check if outgoing mail server authentication is required. Select that option in account settings and use same settings as incoming server

6. Your ISP may be blocking port 25. Try using alternate port 587.

If no joy, you need to use your ISP SMTP server to send out emails.

7. Create a new Outlook profile.

8.  Check with email provider Tech Support to determine if server is having trouble.

Thanks for the quick response, on your #2 when I run CMD as admin and type regsvr32 inetcomm.dll i get the following error (see attachment)

You can skip the inetcomm.dll file and move on to next step.

Then I have done all your steps, except #8, which I dread to do because I know it's not going to get me anywhere.
I just think it's something to do with the operating system or Office install, it works with Eudora POP but not Outlook or Windows Mail POP.

Make sure your firewall is not blocking Windows Mail or Outlook.

for no apparent reason it started working again.  I left my outlook open and came back one day and had new messages, been working ever since.
