Right-Click File - Send To - "Mail Recipient"... Not Working Correctly

I have a computer where the right clicking function that normally sends a file to a recipient is not working.

Located in the "Send To" folder
C:\Documents and Settings\User\SendTo\Mail Recipient    -    MAPIMAIL File

The email program is Outlook Express 6.0, it is set as the default email program as far as it is concerned.  The browser is IE 6.0 and it does not have Outlook Express listed on the Internet Options - Internet Programs Tab (Strange right).

When I right click a file and attempt to use the command it brings up this dialog window (box.bmp), see below.
