messages stuck in outbox but recipient still recieves messages

Hi all: I got a user that is using outlook express.  If he creates a message and clicks the send button the message does not leave his outbox.  The weird thing is that the recipient actually receives the message and if he doesn't manually delete it out of the outbox then it will be resent over and over again every time it sends/receives as per its automatic schedule.  

When he does a send/receive the dialog box pops up and says there were errors but the error field is blank.
