Microsoft Outlook 2003 email stuck in outbox repeatdly sending emails

I am running 5-6 pc's in an office on a domain usng a pop3 mail server

1 of the pc's when sending a email would stick in the outbox and repeadtly send the recipent the same email 10-15 times then go to sent items.... now all the pc's have started doing it

I have reinstalled outlook and Norton AV and it still keeps doing it
