The Solution Rating System

With so many solutions, how can you tell which solutions are most likely to help you and which ones are not? To provide you with a tool to use, we rate our solutions based on various elements that most accurately determine if a solution is a quality solution. To explain what factors affect the solution rating, here are the elements we take into consideration when formulating our solution rating.

  • The Grade of the Solution
  • The Zone Rank of the Expert Providing the Solution
  • The Number of Author and Expert Comments
  • The Number of Experts Contributing
  • The Feedback of the Community

Your Input Matters
Because of the way the system is set up, the most important variable in this equation is you. As a member of Experts Exchange, you are able to cast your vote on the quality of the solutions in regard to how complete, accurate, helpful and easy to understand each solution is. Cannot open Outlook Express Signature tab

I have not tried to open the OE Signature tab (Tools|Options) for a very long time--like years.  The Signatures I created way back when, however work fine.
Today I tried to open the Signature tab, I was told OE "needs to close".  
(All the other OE tabs work fine. and so does Outlook Express' ability to receive and send messages.)

I repeated this several times.  The Detail Report on the "OE needs to close" window is humongous, but I include the first lines below:
AppName: msimn.exe       AppVer: 6.0.2900.5512       ModName: msvcrt.dll
ModVer: 7.0.2600.5512       Offset: 00037fd4
The Event Viewer report adds Event ID 1000 and then repeats the above.

I ran sfc /scannow which went smoothly.  

But I still cannot open the OE Tools|Options|Signature tab.

I tried to run regsvr32 msvcrt.dll  from a Command Prompt, but was told that "msvcrt.dll is loaded, but DLL Registry Server entry point was not found.  File cannot be registered".  I tried running regsvr32 C:\Windows\System32\msvcrt.dll and got the same message.  (That version of msvcrt.dll is 6.0.2900.5512.)

So, the bottom line, I STILL CANNOT OPEN THE  OE Tools|Options|SIGNATURE TAB.  And if it is important, I cannot register msvcrt.dll .

Any ideas?  

P.S. As further background, I installed IE7 and XP SP3 comparatively recently--like five months and three weeks ago, respectively. But neither of these may not be an issue since I do not know when the problem started.
