can't import messages from outlook express 4 into outlook express 6

The ultimate goal is to get 3000 messages located in my Outlook Express 4.x inbox imported into Windows Mail on my new Vista machine.

I figured the easiest way would be to transfer these messages to OE 6.x first...but I can't even do that.

The machine with OE4.x is running Windows 98 first edition.  I currently have that hard drive slaved to an XP machine with OE 6.x installed.  When I use the Import Messages wizard on OE 6, I point it to the folder on the slaved drive where the inbox messages are (C/Windows/Application Data/Microsoft/Outlook Express/Mail), but I get an error message:
"No messages can be found in this folder or another application is running that has the required files open.  Please select another folder or try closing applications that may have files open".  

I am pretty sure I have the right folder, because when I browse to it in Windows Explorer it shows an inbox.mbx file that is 220mb.  I also unchecked "read only" on the folder properties.

Any ideas??
