0x8004010F the operation failed

I Installed fresh Exchange 2007 SP1 Server on three 2003 Server "one act as CAS&HUB and the other two acting as Mailbox Server with CCR". after installing the exchange server I found there is no Offline Address Book Created automaticly. and when the client trying to syncronize his mailbox with the server Get error message saying "Task MyName@MyDomain.com reported error (0x8004010F) the operation failed. An object cannot be found.
then I try to create OAB and try to solve the problem but the error changed from 0x8004010F to "Microsoft exchange reported error 0x80190197 The operation failed" and I dont know how to solve it.
For your information I chacked every solution on the internet but nothing helpful for my case.
Plz try to solve it with me step by step
