Outlook 2000 used as POP3 client download same messages

I have Outlook 2000 configured as a POP3 client, with the following settings check under Advanced tab | Delivery -- Leave a copy of messages on the server --- remove from server after 14 days ----- remove from server when deleted from deleted items.  Whenever the user press send and receive or F9 all the messages that are setting on Exchange Server is downloaded, no matter if it was previous downloaded or not.   When this occurs eventially the POP3 client times out because of all the email it is trying to redownload instead of the new emails in the inbox.  This occurs on different computers using the same account and Outlook.

It appears that somehow Exchange is not recognizing when a messages has been previous download.  also, it does not delete the email from Exchange when it is deleted in the POP3 client deleted items folder.

Any ideas what could be causing this confusion with Outlook POP3 client and Exchange 2003.
