Outlook calendar items come in plain text and can't respond to them

I am having issues with how I receive calendar appointments with Outlook 2003, SP3. No matter what format certain people send them from, they come in plain text looking like the following: (is this an Exchange issue of an Outlook issue, I have Outlook to retrieve from our Exchange server via Pop3.):
