How can I recover recently deleted email from Outlook 2003?

Trying to recover email from a client PC using Outlook 2003.

The particulars:
Email was deleted 3 days ago
Uses Exchange Server 2003
Exchange Manger is configured to keep deleted items for 7 days
Outlook doesn't use PST files, only OST files were found after performing a file search of entire local drive
Recover Deleted Email option from Tools drop down menu is greyed out

After doing some research, everything seems to rely on having a .PST for recovering email.
I don't understand why there isn't a .PST and only the .OST to work with on these systems.
I've checked a number of different PC's here at our office, and all of them are set up the same way.

Another odd situation.
If I try and test the email recovery functionality of any given PC, it never shows any individual files, but entire directories instead.
Example: I delete an email from my Inbox, then empty the Deleted Items folder, and try to recover the file but it doesn't work. The recovery box is empty even though the Exchange mailbox limit properties is set for 7 days.
