Problems with outlook 2003 using http on local lan

HI there,
I have a laptop here which is not on the local domain here, it has outlook 2003 installed and is setup for HTTP over RPC to the domain exchange server, it has the correct certificate installed and works perfectly from a WAN connection elsewhere, but when connected to the local network outlook starts downloading messages for a random time (normally 2 minutes) then it closes with no events logged anywhere. the https settings are to use HTTP on a fast link and slow link, using basic auth.
I have re-installed office and made numerous new profiles for this user, now stuck  :)
