Undeliverable emails (with attachment)

Sending an email, including an attachment to a specific recipient generates the following undeliverable. the attachment is basically another email (text only).  however the same email is sent successfullywithout the attachment.   We are running Exchange 2007 on a 2003 server.


Delivery has failed to these recipients or distribution lists:

'name@domain.com'
Your message wasn't delivered because of security policies. Microsoft Exchange will not try to redeliver this message for you. Please provide the following diagnostic text to your system administrator.

The following organization rejected your message: mx.offsitenow.com.
