How to force outlook to redownload all email from pop3 server

I have customer with outlook 2003 using a pop3 email box.

His outlook had not downloaded all the mail from the pop 3 mail box,
I want his outlook to download all the mail form the box.
the outlook beleves it has downloaded them, as it get new email when it arrives.

I wish to reset the last message ID that outlook 2003 remembers, this is my though
