Win7 IE8 64 bit OK, 32 Bit not working, MS Outlook not working

Hi, I am not as cluey as I thought I was. I have a system here with the above issues.
It is a Samsung NP-R540
Intel Core i3 bit CPU M350
Win 7 Home Premium 64 bit OS.
Office 2010
Cannot access the Internet using IE8 32 bit. Get message saying The addres not valid
Cannot send or receive emails using MS Outlook 2010. Getting timeout error
Can ping websites OK (e.g. google.com)
IE8 OK when running 64 bit version.
Windows troubleshooter unable to diagnose problem.

I guess the first question I have is - why use the 32-bit IE when 64-bit is working fine?  Is there a specific reason you must use the 32-bit IE?

Also, can you post a screenshot of the Outlook error?  Are you able to access e-mail through any other means to verify that it is working correctly?
OK John,
The question you ask is valid. The reason that it is important is that whatever is causing the problem with the 32bit version of IE is also affecting Microsoft Outlook.
SInce I posted my problem I can advise the following
Google Chrome is not working with a similar error.
If you go into the 32 bit version of IE and click on Tools, Internet Otions, Connections. LAN settings and tick the box Automatically detect settings and then click on OK it just hangs.
If you try to adjust the equivilent setting in Google Chrome you get the same issue.
I suspect that there is a setting in the registry that has somehow become corrupt.
I have tried running System Restore (rstrui) but I cannot as WIndows claims there are no restore points. But a check of control panel shows that in fact system restore is turned on.
