What is going on? I don't hear a lot of drive activity.

I found a knowledge base article on your reported issue here.

You may also try SFC SCANNOW from the Run command. Running this can take some time and you will most likely be prompted for your CD.
Stretching here, but a run through some forums suggests Intel Application Accelerator, if of course you run an intel chip and a supported chipset. Some said it worked.

Also, do you have a lot of programs installed? More installed programs equals longer load time. (Not 15 minutes though)
Do you have the latest updates?
Have you restarted your computer recently? Restarting works out many problems believe it or not.
How much RAM do you have installed? Have you tested it to see if it is working properly? Test here:

Have you tried booting up in Safe mode and checking to see if the Add/Remove programs works there?
If its ok, boot to normal and recheck it.
If unsuccessful, this previous thread is for a "Recycle Bin Slow Response" but its suggested that the problem may also be responsible for the Add/Remove Programs list not being populated immediately. You could therefore try these suggestions>

Presume you have also thoroughly checked for Malware & viruses?
I was about to ask this same question.... even signed up for the 30 day free trial to find out why ARP took 10-15 minutes to open. Only reason I didn't ask is all the work I did to describt the problem was lost when I previewed my question.
Anyway, jumped back into the troubleshooting fray and saw that RunDLL32 was the only process using any CPU. I used RegMon with a filter to see what keys were getting accessed by RunDLL32. It was hanging for 15-20 seconds after each access of a MountPoint2 registry key.... mount points... what messes with my mountpoints? Deleted all the MountPoint2 registry keys and rebooted. No change. What else messes with my mountpoints? MACDRIVE!
Turned off MacDrive, rebooted and now ARP opens in seconds. Googling for "Macdrive Add Remove Programs Slow" turns up that this was a known issue, not fixed until Macdrive 8.0.2.
There, now I won't feel guilty if I cancel my subscription before the month is over ;-)
