Getting 0x8004210A error on Outlook

BACKGROUND
I've seen answers for this error in the knowledge base and to no avail, they haven't helped me. I'm using Outlook 2003. I have it installed in 3 different computers, two have XP and the third has Vista. I get the same problem on all three computers. I've recently had an expert do a thorough cleaning and no viruses were found.
PROBLEM
I get this error whenever I try to download an email that is over 1MB or so. Downloading smaller emails works fine. I'm using POP3. I have the antivirus turned off. Curiously, I even tried to install Thunderbird, and I ALSO cannot download large emails. When I do a bandwidth test I get good speed, about 500kb/s. When I tried to do a ping, I am getting the "occasional" time out error. Maybe that's the problem?  Please help.  I've had this problem for several months and have had the ISP tech guys down here and everything. Nobody can figure out what the problem is.
