You cant do this in this situation coz some of mail server use SSL and you dont have any control over SSL.
for this restriction you can use EFS with EFS if user attach file , file is unusable.

I have a network of 20 Systems having Windows 98 Installed. with Following Settings :-
All Windows 98
One ADSL Internet Connection
Gateway for all = 192.168.1.1 (One Windows 2000 Machine having two NIC)
DNS for all = 192.168.1.1
All Machines are having Unrestricted Internet conection.
I have Zone alarm Pro Firewall using which I can block any website access if required.
My Requirements :-
Allow Free mail servers (Ex.Yahoo / Rediff/ Gmail etc.)
- Users should Access their mails using http using a browser
- Users should NOT be able to SEND Attachemnts
- Users should NOT be able to RECEIVE Attachemnts
- No other restrictions to be implemented
I can consider any software firewall, Hardware Firewall, Or a combination of both if solves my purpose.

I agree with your sugession. Which Proxy is suitable for my purpose in your openion. Suggest the Configuration Script.
I just want to block attachments to free mail servers like yahoo, gmail, hotmail etc. using Webmail
I also have to block attachments through any Mail Client (Outlook Express, Microsoft Outlook etc.) using POP account.
Whereas user are always Allowed to send and receive text mails without any problem.

I already explained what can be done using a proxy, the firewall should have nothing to do with restricting access to webmail.
Email clients will not be designed for this level of analness.
Outlook will have most options though.
You cannot stop attachments from being downloaded, perhaps hide them or creater a rule to delete the attachment on receipt in Outlook.
What you need, is to host your own mail server and you can delete all emails with attachments there. Then prevent access to any other email server.
This is hard, but of course it's possible (SSL making ir harder still). IO wonder why you are thinking a imposing such a policy? Virus protection? Bandwidth control? ... ?

Restricting uploading of attachments is also likely possible, at the windows level, though a specific product name escapes me.

ISA will be a issue because I have to change the OS to any Server class and I am currently using Windows 2000 Professional employing ICS. ISA is obviously a good option but it resuire server OS.
The above policy is just required because in the network there are many boyz working for the Company. They are preparing some confidential Document files. For security Reasons I need to block outgoing Mail Attachments.
Finally I got the solution which is SQUID (Windows version of Unix Tool) . It's a powerful and full featured proxy server. and can perform such operations easily on the basis of access list.

If you are using webmail only, you need port 80 open and therefore the best (only) place to restrict what data is sent or recieved will be using options those websites provide.
That would be the first place to look.
I dont use any of the above but would look in the faq section or drop an email to their support address for advice.
You may want to force all web traffic through a proxy
You could then restrict mime types such as documents, zip files etc.. Though this would prevent them from being downloaded or viewed from web pages and not just from webmails. Some files types such as images would not be possible without effecting webpage display though.
Use of a mail client would give much mor control. If it is so important, why not buy a domain with email hosting, it is not expensive and you can have much more control.
