Outlook settings , profile lost every time user exits & logs back in to Outlook. Gets Welcome to Outlook screen.

Have a user running Outlook 2007 on XP Pro.  Set up with POP3 email account.  All was working well, 'till one day, machine wouldn't shut down correctly. User cold booted, then, when rebooted & logged in, a new profile was created automatically, so user lost all settings.  Everything else has been restored under new profile except we're having prob. with Outlook.  

Outlook came up with the expected "Welcome" wizard.  We set up account, tested, all was fine.  We copied over .pst file, all was fine.  Made sure that all mail was being delivered to new .pst file.  All working ok.  However, once the user logs out, or, logs out & shuts down, and then re-launches Outlook, all of the settings are gone again, and the "Welcome" wizard comes back up.  We've reset him about three times, but settings won't stick.  Looked in the "documents and settings/username/local settings/application data/microsoft/outlook" folder and all files appear to still be there..   not sure what particular files are  supposed to be under the "documents and settings/username/application data/microsoft/outlook" folder, but there are files there as well.

Any advice? I have a feeling it's something really simple I'm overlooking!  : )
