To Determine the location of a users personal folder and move them to network drive?

Scenario:
In my company, some users have their personal folders located on the network folders and some users have their personal folders located on their hard drive. To provide good security for the users information I have decided to move all their personal folders from their hard drive to their share on the network.
We have more then 500 users in the network and to go from computer to computer is going to be a hectic procedure so I am not looking forward it.

Question:
I wanted to know if I could implement some kind of group policy in the active directory or the server and transfer all these files on to the network drive automatically possibly via. SMS or any other way.
Also is there any way I can automatically create personal folder for all these users in the network drive?   Can I implement this policy via Active Directory?

Any kind of response will be greatly be appreciated.
