FaxPress adding 011 to the begining of the fax being sent

We have Faxpress 6.0 and I just took it off a domain and put on a workgroup for the network all using Win XP Pro.
When ever a user goes to fax something it adds a 011 to the fax number ec. 011-18134445555.
Hoever, if they send the fax from the fax server it dosn't do this it just sends it with no problems.
Can anyone shed some light on this I am thinking just upgrade to Faxpress 8.0 on everything and maybe it would solve the problem.
