File creation behavior that I believe is related to permissions

There is a "new" application here where I work.
(I'm setting it up on a test pc before pusing it our to production pcs.)

The application,  when installed,  creates a folder on the hard drive of the pc.
I install this application as the Administrator.
When I run the application as the Administrator, everything works file.
The application creates a number of files inside of the above folder when it is run, and will recreate them if for some reason they are deleted.
(.ini files, log files and such.)
So after I installed and ran the application as the Administrator,  all of the files were created  inside of the above folder.
And normally, everyone should be able to "share" these files.

I log off as Administrator.
I then log on to the pc as "Bob". (Part of the "users" group.)

As the application is starting,  two log files are created on "Bob's" desktop.
These two files are already in the above folder from when the Administrator ran the application for the first time.

Normally these two files would be created inside of the above referred to folder if they were not there.

I contacted the application vendor and they can't explain why this is happening either.

We DO restrict our users pretty much as to what they can and cannot "do" to the pc.
So, I'm pretty sure that these restrictions are cauing my issue.
But I'm at a loss as to how to fix it.

One of the things I'm puzzled about is WHY,  in the wide wide words of sports, would the two files be created on the desktop, rather than in the folder on the hard drive as occured when the Administror ran the application for the first time.

None of the "other" files that were created when the Administrator runthe app for the first time were created on the desktop.
Just these two.

Any ideas as to what I might look for ?
