Windows Server, Cygwin SSH - What does this command do?

My company has two sites with a WAN link between them. The WAN link isn't fast enough to handle all the traffic between the sites so the traffic needs to be limited based on the ports used.
This has been done by using SSH tunnels on two Win Server 2k gateway machines with Cygwin installed and using the program Net Limiter to limit the bandwidth for the ssh.exe process. I have no idea if this is the optimal solution, it was made long ago by an outside consultant. Could it be done in an easier way?
Anyhoo, we now need to fully understand this solution and my first question is about the shortcuts that have been made to create the SSH tunnels. They look like the below command line and I was hoping you could explain exactly what it does, what the flags mean etc.
