This works just fine for me to specify an exact name, but I would like for the user to say, type in the leter "a" and all names with an a in it would appear. If they typed in Brian, then all names with Brian would appear.
Is there a LIKE for webdav queries?

Yes, there is. You use it with the % character in the normal way.
WHERE "urn:schemas:contacts:cn" LIKE '%Brian%'
BTW, you don't need to select "a:href" - it is always returned anyway.
